Abstract
This document presents an African civil society statement from a UNEP forum in Luanda (2005) for the GCSS-IX/GMEF in Dubai (2006). It addresses chemical management, energy and the environment, and tourism and the environment, with recommendations to governments and multilateral bodies. It urges adoption of SAICM, stronger legal and institutional frameworks, enforcement, and access to chemicals information, alongside faster implementation of conventions. It reports reliance on biomass energy, low electricity access, and losses in generation and transport, calling for efficient biomass and renewable energy policies and transparent governance. It calls for tourism regulation to limit degradation and ensure community benefits.
