Abstract

This handbook outlines the methodology, assessment framework and practical guidance for measuring and promoting policy coherence for sustainable development through indicator 17.14.1 of the Sustainable Development Goals. It explains policy coherence across economic, social and environmental dimensions, presents an eight-domain composite indicator supported by qualitative self-assessment, and describes mechanisms covering political commitment, long-term planning, cross-sectoral coordination, stakeholder participation, monitoring, evaluation and financing. Drawing on international case studies, it highlights approaches for integrating sustainable development into policymaking, addressing trade-offs and cross-border impacts, strengthening accountability, aligning budgets and official development assistance with national priorities, and building institutional capacity through training and multi-stakeholder collaboration.
