Abstract

This report is a management-led terminal review of a UNEP/GEF project implemented between 2017 and 2024. The project’s overall development goal was to support Mauritius in pursuing a low-carbon development pathway by strengthening national capacity to formulate, prioritise, and implement NDC-aligned mitigation actions across all sectors, with a focus on renewable energy, and leveraging these efforts to access international climate finance. The review sought to assess project performance (in terms of relevance, effectiveness and efficiency) and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The review has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, the GEF and the relevant agencies of the project participating countries.
