Quarterly Report to the 158th Meeting of the Committee of Permanent Representatives - January – March 2022

This quarterly report presents the activities, decisions, and organisational performance of the United Nations Environment Programme from January to March 2022, prepared for the 158th meeting of the Committee of Permanent Representatives. A central focus is the resumed fifth session of the United Nations Environment Assembly, held in Nairobi in a hybrid format from 28 February to 2 March 2022, under the theme “Strengthening actions for nature to achieve the Sustainable Development Goals.” The session brought together more than 5,000 participants to address priority environmental challenges, including pollution, biodiversity loss, and ecosystem restoration in a post-pandemic context. The Assembly adopted a Ministerial Declaration and fourteen resolutions, alongside one decision, setting policy direction and mandates for implementation. The report outlines how these outcomes align with and are partially supported by the current Programme of Work, while noting that many resolutions require additional extrabudgetary resources. It further reviews progress across thematic areas such as climate action, nature action, chemicals and pollution, science policy, environmental governance, finance, and digital transformation. The report also provides updates on regional engagement, partnerships, resource mobilisation, financial status, human resources, audits, and evaluations, offering a comprehensive account of programme delivery and institutional management during the reporting period.
