Abstract
This document summarizes approaches to assess collective progress on climate adaptation under the Paris Agreement’s global goal, emphasizing the linkage to the transparency framework, adaptation communications, and the five-year global stocktake starting in 2023. It reviews opportunities and constraints in aggregating national data, highlights trade-offs between activity-based and results-based assessment, and distinguishes descriptive metrics suitable for repeated tracking from evaluative metrics that require qualitative synthesis and peer review. It notes varied national monitoring and evaluation systems, limited coverage of non-state actions, and the need for coherent, transparent, longitudinal, and context-sensitive frameworks. It identifies complementary roles for third-party sources and alignment with the SDGs and the Sendai Framework, and recommends nationally determined proximity-to-target approaches focusing on contribution rather than strict attribution.
