Abstract
At its eleventh session, in May 1983, the Governing Council decided there would be no session of the Council in 1986. At its thirteenth session, in May 1985, the Council subsequently took up the question of provision of information to Governments between its thirteenth and fourteenth ( 1987) sessions, and "considering the Executive Director's Annual Reports to be an effective mechanism for conveying such information to Governments in a comprehensive manner", requested the Executive Director to issue his I 985 Annua/ Report in 1986 for consideration at the fourteenth session, in 1987, along with the 1986 Annual Report (Governing Council decision 13/3). In compliance with that request, the present Report is being submitted to the Council for consideration at its fourteenth session. As it is appearing in a year which, for the first time in its history, UNEP will not be having a session of the Governing Council, special efforts have been made to give Governments as much information as possible, as the Annua/ Report constitutes the major vehicle for reporting to Governments on what UNEP has done in 1985.
