Integrated Waste Management Scoreboard: A Tool to Measure Performance in Municipal Solid Waste Management

This report presents a planning tool for evaluating the performance of municipal solid waste management systems through an integrated waste management scoreboard designed for application across national, state or provincial or regional, municipal, community, and institutional levels. It outlines a structured methodology based on performance indicators and a points-based scoring system that assesses institutional frameworks, waste reduction, storage and collection, resource recovery, disposal, and public awareness. The report explains review procedures, provides guidance for implementation at different administrative levels, and includes performance indicators, terminology, and standardised scoreboards to support consistent assessment and improvement of municipal solid waste management practices, particularly for countries within the Association of Southeast Asian Nations region.
