Abstract
This report examines opportunities to strengthen regional cooperation and trade in energy efficiency and renewable energy technologies among countries of the Association of Southeast Asian Nations. It analyses policy frameworks, regulatory instruments, standards, and market conditions influencing the deployment and exchange of selected technologies, including air conditioners, refrigerators, lighting, electric motors, distribution transformers, solar photovoltaic systems, and solar thermal systems. The study reviews energy performance testing methods, minimum efficiency requirements, and labelling schemes, together with value chain structures, trade flows, and tariff and non-tariff barriers. It also presents a case study of solar photovoltaic development in Vietnam to illustrate institutional, technological, financial, and information barriers affecting market growth and regional value chain integration.
