Progress on Integrated Water Resources Management

This report presents the global baseline assessment of integrated water resources management implementation under Sustainable Development Goal indicator 6.5.1, based on self-reported data from 172 countries. It evaluates progress across four dimensions: enabling environment, institutions and participation, management instruments, and financing, using a standardized questionnaire with defined scoring thresholds. The global average score is 49 out of 100, with 40 per cent of countries implementing most elements through long-term programmes, while 60 per cent remain at medium-low or lower levels. Implementation at subnational, basin and aquifer levels lags behind national progress. Key constraints include limited institutional capacity, weak basin planning, and insufficient and poorly diversified financing mechanisms.
