United Nations Environment Programme Annual Report 1998

This document reports on some of the highlights of the last 12 months. It is not exhaustive in its coverage, but its message is clear. As we approach the new millennium, the challenge facing UNEP and its governing body is to reforge UNEP into an organization with the legislative authority and adequate and predictable resources to effectively exercise its mandate, called for in the Nairobi Declaration, as the 'leading global environmental authority that sets the global environmental agenda, that promotes the coherent implementation of the environmental dimensions of sustainable development within the United Nations System, and that serves as an authoritative advocate for the global environment'.
