Elephants and Rhinos in Africa: A Time for Decision

This report presents the findings and recommendations of specialist groups of the International Union for Conservation of Nature and Natural Resources following continent-wide surveys of African elephants and rhinos conducted between 1975 and 1980. It assesses population status, regional trends and historical exploitation, identifying widespread elephant declines due to poaching and habitat loss, and a severe crisis for rhinos driven by horn demand. Trade analyses document rising ivory and horn prices and increasing exports. The report outlines management, legislative and trade control measures, emphasising implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora, strengthened protected areas, anti-poaching action, research, and international cooperation to secure viable populations.
