Abstract
This two-part volume is the joint work of an international team of experts and contains essays on triangular cooperation. This report describes collaborative efforts led by the United Nations Environment Programme to strengthen environmental monitoring and capacity building across developing regions through structured cooperation initiatives. It outlines the context of increasing environmental pressures, including pollution, resource degradation, and urbanisation, and defines the scope of interventions focused on training, technology transfer, and institutional support. The document presents methods centred on capacity development, regional partnerships, and the application of monitoring systems and technical tools. Key findings indicate that such cooperation enhances local expertise, improves data collection and environmental management practices, and supports sustainable development objectives, while also identifying challenges related to coordination, infrastructure limitations, and the need for sustained institutional alignment and resource investment.
