Abstract

This replication strategy describes a GEF/UNEP project to disseminate and scale up an integrated electronic toolkit that strengthens Parties’ compliance with the Stockholm Convention by improving the transmission, accessibility, and use of data from National Implementation Plans (Article 7) and National Reports (Article 15). The project responds to barriers such as inconsistent reporting formats, weak national coordination, and limited resources by introducing a toolkit with four modules: NIP submission, POPs inventories, guidance, and data queries. Piloted in eight demonstration countries, the toolkit supports inventory data collection, report preparation, and information sharing, while incorporating gender considerations and ensuring long-term sustainability. Key actors include Parties, the BRS Secretariat, regional centers, UNEP, GEF, UNIDO, and UNDP. Scaling up requires global dissemination, training, translation into UN languages, and continuous maintenance to ensure lasting use.
