Plan of Action to 2014

• The Plan of Action to 2014 established the working group on capacity-building and cooperation for advancing towards the formulation of a regional instrument.
• States that all signatory countries may participate in the working group, in which they may be represented by the Focal Points or a representative appointed by them.
• Non-signatory countries of the region may participate as observers in these meetings.
