Mid-term Evaluation of the UN Environment-ILO-UNDP-UNIDO-UNITAR project Partnership for Action on Green Economy (PAGE)

This document presents the mid-term evaluation of a UN multi-agency partnership that helps countries integrate inclusive green economy policies into SDG-aligned planning. It is a direct response to the Rio+20 outcome “The Future We Want” and examines whether the programme is on track about three years after launch, what challenges it faces, and what corrective actions are needed. The review covers relevance, effectiveness, efficiency, likelihood of impact, sustainability, replication, and lessons. Evidence spans country work, coordination among five UN agencies, funding delays, and political shifts. Recommendations target stronger national coordination, clearer scopes, monitoring, diversified financing, and exit strategies.
