Abstract
This document presents a phased awareness and capacity-building roadmap to support Egypt’s strategy to reduce single-use plastic bag consumption to 50 bags per person per year by 2030. It synthesizes background, stakeholders, a SWOT analysis, and existing government actions, then sets prerequisite policy and market measures—levies, minimum bag thickness, incentives for alternatives, and gradual prohibition of free distribution—to secure readiness before any campaign launch. The plan sequences three stages (2024–2026 preparation, 2026–2028 consolidation, 2028–2030 expansion) covering media-led outreach, youth education, NGO pilots, SME capacity building, and financing models aligned with circular-economy value chains. It details evidence-driven communication tactics—targeted messaging, influencer content such as short TikTok reels, opinion polling, and staged rollouts—and sector programs for agriculture and maritime/tourism to address soil, waterway, and marine impacts and embed durable behavior change.
