Abstract

This document conveys the ASEAN Centre for Biodiversity’s inputs to a zero draft ministerial declaration for the seventh United Nations Environment Assembly, outlining context and proposed actions: welcoming the Global Youth Environment Assembly and the Global Environmental Outlook 2025; strengthening cooperation on transboundary pollution and conflict-related impacts; committing to a 42% greenhouse-gas reduction by 2030, phasing out fossil fuels, and scaling renewables; integrating responses to biodiversity loss, land degradation, and climate change; mobilizing finance for COP29 outcomes and biodiversity and land frameworks; advancing MEA synergies, regional governance, circular economy, science-based early warning, disaster-risk governance, just and equitable energy transition, technology transfer, AI opportunities and safeguards, nature-based solutions, inclusive participation and rights, sustainable food systems, and aligned finance.
