Needs Assessment Study on Capacity Building on Waste Management

This report assesses capacity development needs for implementing waste management across countries in Africa, the Americas, and Asia, within the Global Partnership on Waste Management framework. Its purpose is to identify the capacity development needs of different countries in implementing waste management, while complementing global supply with demand for waste management services, creating opportunities for project partnerships, and harmonizing efforts to avoid duplication, with emphasis on developing nations. The study draws on a desktop review of waste management conditions in forty-three countries and supplements this with questionnaires and selected interviews with country focal persons and organizations. It organizes results around thematic waste streams, with detailed attention to hazardous waste, integrated solid waste management, waste minimization, waste agricultural biomass, and electronic waste, while noting limited coverage of marine litter and waste management linked to climate change. Across regions and themes, the most frequently reported constraints relate to organizational capacity, especially funding availability, policy implementation and enforcement, institutional coordination, and systems and procedures. Additional needs recur in human resource skills, technology and infrastructure, and awareness and knowledge management, and the report consolidates these needs into comparable categories to support coordinated stakeholder action.
