Abstract

This document presents a zero-draft ministerial declaration text with Brazil’s line-by-line comments for a United Nations environment session. It recalls prior UN frameworks, notes the three planetary crises, and urges integrated, science-based, and inclusive action with strengthened means of implementation for developing countries. It welcomes recent multilateral outcomes, highlights IPCC findings on emission reductions, and outlines actions on climate adaptation, biodiversity recovery, ending plastic pollution, chemicals management, disaster risk, gender equality, digital transformation, sustainable consumption and production, and UNEP’s foresight role.
