Non Motorized Transport Policy: Towards NMT as the Mode of Choice

This document establishes a framework to elevate the importance of walking, cycling, and other non-motorised transport modes alongside motorised transit within Nairobi City County. Driven by rising traffic congestion, poor transit efficiency, and high pedestrian accident rates, the text uses field surveys and stakeholder consultations to evaluate regional mobility issues. Key findings reveal that while non-motorised transport is the dominant travel mode, it faces severe infrastructural deficits, encroachment, and safety concerns. To address these challenges, the document outlines multi-modal policy statements spanning leadership priorities, funding allocations, street design standards, and enforcement regulations. It concludes with a structured implementation action plan featuring priority policy interventions, short-term packages, and high-visibility pilot projects.
