Draft decision 1: Ad Interim Composition of the Executive Board of the Global Framework on Chemicals Fund

This document presents a draft decision for Focal Point review that acknowledges the proposed way forward on the composition of the Global Framework on Chemicals Fund Executive Board until the first International Conference in 2026. It sets out a proposed silent procedure following the adoption of resolution V/3 on financial considerations at the fifth session of the International Conference on Chemicals Management (ICCM5) in September 2023, which established the Fund to support the Global Framework on Chemicals – For a Planet Free of Harm from Chemicals and Waste. As no election for Government representatives was held at ICCM5 due to time constraints, the proposal is to appoint, until 2026, the elected President, four Vice-Presidents of the current Bureau, and the regional focal points of the expanded Bureau as interim Board members. If no formal objection is communicated to the President by national focal points by 13 February 2024, the decision will be adopted. The Secretariat is tasked with compiling a list of donors and other contributors, inviting their representatives to attend Executive Board meetings, preparing the provisional agenda and documents for the first meeting, proposing its timing, and supporting the Board in adopting its ad interim Terms of Reference.
