Abstract

This report reviews air pollution control in Beijing between 1998 and 2013, examining trends in ambient air quality, compliance with national standards, and the status of fine particulate matter pollution. Produced by a team of international and national experts, it focuses on three major areas: energy structure optimisation and coal-related emission control; vehicle emission control; and air quality monitoring, early warning, and prevention of pollution episodes. The document describes the policies and technical measures implemented in these areas and applies modelling tools to estimate avoided emissions. Its purpose is to assess the effectiveness of the measures undertaken and to summarise the city’s experience in air pollution control.
