Abstract
This publication was prepared under the “Greening Economies in the Eastern Neighbourhood” (EaP GREEN) project, supported by the European Union and implemented in cooperation with the governments of the Eastern Partnership countries and United Nations partners. It provides the first comprehensive and consistent assessment of energy subsidies in Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine, aiming to enhance transparency and support future policy reforms. Using the OECD’s standard methodology, the report quantifies government support to producers and consumers of coal, oil and petroleum products, natural gas, electricity, and heat generated from fossil fuels. It also examines public support for energy-efficiency measures and renewable energy sources, while discussing the taxation and energy-pricing policies that shape energy subsidy frameworks across the region.
