Abstract
This report summarises the laws, regulations, and mandatory national standards governing chemicals in toy products within China, one of the world's largest toy producers, exporters, and consumers. Created to ensure safety and industry development, the text details oversight by multiple authorities across manufacturing, export, and retail sectors. It reviews general legal frameworks alongside national and sector standards, noting that only mandatory national standards set specific chemical limits for toys. Key findings reveal regulatory gaps between China and the European Union regarding chemical thresholds and new chemical management, concluding that enhanced quality supervision is necessary to reduce chemical-based toy recalls.
