Programme to Support the REDD+ Process: Republic of Congo

This document details an international support initiative designed to advance the Republic of the Congo’s national REDD+ (Reducing Emissions from Deforestation and Forest Degradation) process for the period 2012-2014. The approach leverages significant multi-stakeholder participation—including government, civil society, Indigenous Peoples, and the private sector—to organize and manage a robust, consensus-driven framework for climate mitigation and forest management. It sets forth four key operational components: participatory governance and decentralization mechanisms; strategic development and validation of the national REDD+ strategy; creation of a reference emission level coupled with advanced monitoring and reporting systems; and targeted capacity-building and outreach activities. Funding from the Government, UN-REDD Programme, and the World Bank’s FCPF supports integrated activities ranging from analytic studies on drivers of deforestation, policy reforms, pilot community projects, and formulation of social and environmental safeguards, to the implementation of a national forest inventory and independent monitoring structures.
