Abstract
This document introduces OARE, an online portal that gives eligible institutions in low- and middle-income countries free or low-cost access to major peer-reviewed resources in environmental science, with coverage largely from 1997 onward. It outlines scope and scale (over 11,000 journals, 22,000 books, 55 databases, 75 publishers; ~3,100 registered institutions as of 2018) and situates OARE within Research4Life alongside HINARI, AGORA, ARDI, and GOALI. Eligibility is based on GNI/HDI (Group A free; Group B annual fee), and access is institution-based via a shared username and password, including rules for limited off-site use. The module details technical requirements, copyright and fair-use limits (e.g., up to 15% of an issue), consequences for abuse, step-by-step registration with a two-to-four-week validation, and support contacts.
