Abstract

This document provides a structured set of guidelines for implementing a continent-wide environmental information network focused on Africa. It addresses the pressing need to enhance national and regional capacities to collect, manage, and share high-quality environmental data to support integrated environmental assessment and reporting processes. The document offers detailed frameworks for assessing information resources, establishing institutional arrangements, harmonizing data standards, developing information systems and technology infrastructure, and ensuring systematic networking among data custodians. The guidelines emphasize capacity-building, policy development, information sharing principles, and technical protocols, including guidance on metadata, cost recovery, and data access policies. The document also includes assessment tools and questionnaires to help countries inventory information management capacity, data resources, and institutional needs.
