Abstract

This report documents the proceedings of the first session of an intergovernmental panel established by the World Meteorological Organization and the United Nations Environment Programme to address the issue of climate change. Held in Geneva from 9 to 11 November 1988, the session reviewed the scientific basis of climate change, recognised growing international concern about global warming, and discussed the need for coordinated assessment of its environmental and socio-economic consequences. The document outlines the organisational arrangements of the panel, including election of officers, adoption of the agenda, and establishment of three working groups to assess scientific knowledge, evaluate impacts, and develop response strategies. It also summarises national statements, identifies research and monitoring priorities, and sets a timetable for future meetings and reporting activities.
