UNEP Submission to UNFCCC on 2023 Workshop Topics, Outcomes, and Modalities.

This document represents UNEP’s submission to the UNFCCC in response to the call for submissions to the 2023 workshops under the Glasgow–Sharm el-Sheikh work programme on the global goal of adaptation. It sets out UNEP’s view on ensuring coherence between the workshops, the global stocktake and the development of a draft GGA framework ahead of COP28. The submission emphasises objectives such as setting targets, metrics, and indicators for adaptation, integrating national adaptation planning processes, promoting nature-based solutions and aligning with biodiversity and ecosystem restoration goals. It emphasises the need for robust monitoring and evaluation systems, multi-stakeholder involvement and a strong focus on adaptation finance, particularly to support vulnerable countries. The document also outlines possible methodologies, relevant UNEP resources, and cross-sectoral linkages that can guide the workshops to establish a comprehensive and effective framework for the GGA.
