Abstract

This report provides an overview of monitoring, evaluation, and learning frameworks within Global Environment Facility programming. It examines approaches for improving real-time learning and adaptive management by drawing on project documents, advisory materials, evaluations, and four case studies. The document presents practices and lessons from selected programmes, focusing on how monitoring systems, knowledge management, and learning processes support project implementation and environmental outcomes. It describes experiences related to programme design, risk management, stakeholder engagement, and adaptation during implementation. The report also reviews existing guidance and evaluation findings to highlight approaches for strengthening monitoring, evaluation, and learning across future Global Environment Facility investments.
