Towards Paris 2015: What Does a New Global Climate Policy Mean for Central Asia?

This report informs Central Asian countries and the international community about the main outcomes of the 2014 climate negotiations in Lima and the expected direction of the global climate treaty planned for adoption in December 2015 in Paris. It explains how international climate policy has evolved toward a framework that gives climate adaptation greater prominence alongside greenhouse gas mitigation, and it highlights the growing focus on resilience and national planning. The report updates the current status of Central Asian national climate policies, identifies shared regional vulnerabilities and priority sectors such as water, agriculture, energy, ecosystems, and human health, and summarizes access to climate finance and related constraints. It draws primarily on materials from the United Nations Framework Convention on Climate Change, including official decisions and newsroom resources, as well as analytical work by international development agencies. The Central Asia section reflects discussions from the February 2015 subregional climate conference in Almaty and notes limits in available data and the absence of official national statements and intended national contributions at the time of writing.
