Multilateral Organisation Performance Assessment Network: Organisational Effectiveness Assessment - Volume I, December 2011

This report summarizes the 2011 assessment of the United Nations Environment Programme (UNEP) by the Multilateral Organisation Performance Assessment Network (MOPAN). MOPAN evaluates the organisational effectiveness—not development results—of multilateral institutions through stakeholder surveys and document reviews. UNEP, the leading global environmental authority, sets the global environmental agenda and promotes sustainable development within the UN system. The assessment focused on UNEP’s strategic, operational, relationship, and knowledge management. It drew on data from headquarters and eight countries: Bangladesh, Bolivia, Brazil, Burundi, Ecuador, Nepal, Peru, and Tanzania. Respondents included UNEP’s direct partners, peer organisations, and MOPAN donors. Regional and global partners were also consulted to reflect UNEP’s limited in-country presence. A total of 215 people participated in the survey. Since 2008, UNEP has implemented management reforms to enhance its effectiveness. Improving international environmental governance remains a key issue, and this was central to discussions at the 2012 Rio+20 UN Conference on Sustainable Development.
