Letter of request to the Bureau to include in its agenda for the February 20 meeting the effective involvement of observers

This document is a request from Latin American and Caribbean organizations to the INC Bureau to place effective involvement of observers on the agenda of its 20 February 2025 meeting. It describes inconsistencies in Intergovernmental Negotiating Committee meetings where observer participation was removed through closed inter-sessional meetings, informal meetings at INC 5, and Heads of Delegation meetings.
