Republic of South Sudan: National Adaption Programmes of Action (NAPA) to Climate Change

This document presents South Sudan’s first national adaptation program, diagnosing climate hazards, exposure, and institutional gaps, then prioritizing near-term actions. It explains how rising temperatures, erratic rainfall, recurrent floods and droughts, and advancing desertification threaten rain-fed agriculture, pastoral systems, water supply, health, and infrastructure. Guided by a seven-step participatory process and multi-criteria analysis, it defines five themes—Environment, Water Resources, Agriculture, Disaster Risk Reduction, and Policy/Institutional Framework—and advances five priority projects: reforestation and agroforestry; sustainable wetland management; climate-smart agriculture; upgraded hydrometeorological monitoring and early warning; and mainstreaming climate change across government planning. Cross-cutting principles include conflict sensitivity, gender equity, protection of vulnerable groups, capacity building, applied research, and use of indigenous knowledge.
