Local and regional governments (LRGs) are critical to achieving the Sustainable Development Goals (SDGs), with over 60 per cent of targets and 70 per cent of climate solutions depending on their leadership. However, many local governments remain chronically underfunded, constrained by limited fiscal autonomy, unpredictable transfers, and restricted access to diverse financing instruments.
