Abstract
This report presents a revised and consolidated hazard evaluation framework developed by the Joint Group of Experts on the Scientific Aspects of Marine Pollution to support the implementation of the International Convention for the Prevention of Pollution from Ships. It explains the historical development of the methodology, outlines detailed procedures for assessing substances carried by ships, and defines hazard profiles based on bioaccumulation, toxicity, human health effects and reduction of amenities. The document describes data requirements, testing standards, categorisation criteria and procedures for provisional assessments and mixtures. It compiles updated hazard profiles and annexed technical guidance, while noting data limitations, review processes and the specific regulatory context for which the system was designed.
