Changing behaviour to help more people waste less food - A guide

Abstract

This guide sets out evidence-based approaches to reducing household food waste by changing consumer behaviour across the food system. It explains the scale and impacts of consumer food waste and situates action within the United Nations Sustainable Development Goal on responsible consumption and production. Drawing on expert workshops, behavioural science models, international policy analysis, and illustrative case studies, it identifies roles for policymakers, businesses, non-profit organisations, educators and other influencers. The document outlines policy instruments, awareness campaigns, targeted interventions, voluntary agreements and collaborative mechanisms, and emphasises the use of the Motivation Opportunity Ability framework. It also provides detailed guidance on evaluation design, measurement methods and ongoing monitoring to assess effectiveness and inform future action.
