Abstract

This document presents a policy paper for improving accessibility and mobility in African urban areas, aimed at policy and decision makers. It compiles evidence from an extended literature review, benchmarking across twenty cities, field visits and local consultations in eight urban areas, and engagement with global stakeholders, followed by peer review. It diagnoses ten interrelated issues spanning governance, land use, transport services and infrastructure, public space, and impacts such as road safety, environmental quality, and user travel cost and time. It summarizes lessons from international experience and proposes an EASI framework—Enable, Avoid, Shift, Improve—with corresponding policy recommendations for urgent implementation.
