To increase water conservation efforts, to strengthen water resources development and utilization management , to control the total amount of water resources , to promote new technologies and techniques for water conservation, to develop water-saving industries, and to improve water use effectiveness and efficiency, they are all effective ways to react to the impact of climate change on water resources systems.
