Abstract

UNEP’s 2024–2025 Programme Performance Report demonstrates strong delivery against its programmatic mandate amid rising geopolitical, financial and operational pressures. Programme results were robust: 24 of 27 quantitative subprogramme indicators (89%) were fully attained, while the remaining 11% were partially attained, reflecting strong performance across climate stability, nature action and pollution reduction. Notable achievements include US$380 million in climate investments secured in 2025, US$1.3 billion mobilized for sustainable ecosystem management and restoration, 16.9 million hectares of ecosystems sustainably managed across 71 countries and 600 tons of harmful pollutants eliminated. UNEP also strengthened global environmental leadership through UNEA-7, which brought together 4,971 participants from 178 nationalities. Additionally, UNEP advanced important reforms to strengthen programme delivery, operational effectiveness and organizational accountability. They included improvements to programme design and quality assurance processes, strengthened internal data and reporting systems, enhanced implementation of audit and evaluation recommendations, along with measures to boost regional delivery and country-level engagement.
