Abstract

This document is a memorandum of understanding between Afghanistan’s National Environmental Protection Agency and Tajikistan’s Committee for Environmental Protection on environmental cooperation. It aims to exchange environmental, water-quality and climate-change information, strengthen ecosystem and biodiversity protection, and improve monitoring in the Panj–Amu Darya Basin. It includes cooperation on capacity building, strategies and projects, environmental impact assessment, and implementing multilateral environmental agreements. It requires procedures for electronic data exchange, online information systems, and designated focal points. Implementation is managed through a joint Technical Working Group that meets annually. It also sets cost arrangements, amendment and dispute procedures, and a five-year term.
