Abstract
This report assesses progress by businesses and governments towards addressing plastic pollution through a transition to a circular economy for plastics. It draws on 2019 data to evaluate performance against 2025 targets, including elimination of unnecessary plastics, increased recyclability, reuse models, and higher recycled content. The analysis shows measurable improvements in recycled content, transparency, and the phase-out of certain problematic materials. However, progress remains limited in scaling reuse systems and improving recyclability in practice. The report also identifies significant variation in performance among participants and highlights gaps in infrastructure, design, and investment. It outlines actions undertaken and tracks developments in policy, data reporting, and system-wide efforts to improve plastic management.
