Mid-Term Review of project: Adapting coastal zone management to climate change considering ecosystem and livelihoods in Madagascar

This report presents an independent mid-term review of a five-year project implemented by the United Nations Environment Programme and funded by the Global Environment Fund to reduce climate change vulnerability in Madagascar’s coastal areas. The review assesses implementation from November 2014 to July 2019 against strategic relevance, design quality, effectiveness, efficiency, financial management, monitoring, sustainability, and performance factors. The project addresses high coastal vulnerability through institutional capacity development, ecosystem rehabilitation, livelihood support, and integration of climate change adaptation into coastal zone management policies across four regions. The review draws on document analysis, interviews, and field missions, and finds overall performance to be highly satisfactory despite political instability and operational constraints.
