Handbook for the Fifth Montevideo Programme on the Progressive Development and Implementation of Environmental Law

This handbook provides guidance on the Fifth Montevideo Programme for the Progressive Development and Implementation of Environmental Law for the period 2020–2029. It explains the Programme’s purpose, governance, objectives, implementation arrangements, and support mechanisms for governments and stakeholders. The handbook outlines the Programme’s evolution, examines legal responses to the climate change, pollution, and biodiversity and nature loss crises, and highlights opportunities to strengthen environmental rule of law and national capacities. It also describes available technical assistance, financing options, partnerships, stakeholder engagement, and environmental law resources, while explaining how governments can access support through the United Nations Environment Programme Law and Environment Assistance Platform.
