Programme Performance Report: January to December 2022

This report presents the 2022 programme performance of the United Nations Environment Programme during the first year of the 2022–2025 medium-term strategy and the 2022–2023 programme of work. It serves as a companion to the 2022 annual report and documents in detail how the organisation addressed the triple planetary crisis of climate change, biodiversity and nature loss, and pollution. The report sets out integrated results structured around three interconnected strategic objectives: climate stability, living in harmony with nature, and moving towards a pollution-free planet. Progress is reported across seven sub-programmes, comprising thematic areas on climate action, nature action, and chemicals and pollution action; foundational areas on science-policy and environmental governance; and enabling areas on finance and economic transformations and digital transformation. Performance is assessed against approved indicators, showing the extent to which targets were fully or partially achieved during the reporting period. Beyond programmatic delivery, the report also examines organisational effectiveness, efficiency, and oversight, as reflected in sections on policy-making organs, executive direction and management, and programme management and support. Financial resources, human capacity, and management processes are reviewed to explain how results were delivered. Overall, the report depicts a lean and adaptive organisation working with diverse partners to advance sustainable development during 2022.
