Abstract

This document sets out a narrative, messaging, and communications plan to position the United Nations Environment Programme at the forefront of transforming multilateral environmental action toward a new social contract between people and planet, grounded in science and coordinated, whole-of-society action. It frames three interconnected crises—climate change, nature and biodiversity loss, and pollution and waste—as the central challenge, highlights the organisation’s mandate to deliver science, convene stakeholders, and steward multilateral environmental agreements, and cites achievements from the Montreal Protocol to the phase-out of leaded petrol. It details facts and figures underscoring urgency, outlines priority messages and storylines, and maps tactics spanning flagship reports, web and social media, toolkits, design assets, and internal communications.
