Abstract
The year 1991 was one of the most difficult, the most demanding, and yet one of the most exhilarating in UNEP's relatively short history. It was in many respects business as usual: we had to get on with the task of completing the implementation of our 1990-1991 biennial programme approved by the Governing Council in 1989. We had a job to do, and we did it. But over and above this routine responsibility was the more challenging task of preparing and laying a solid foundation for the future. The biggest event, just over the horizon, was the United Nations Conference on Environment and Development (UNCED), scheduled for Rio de Janeiro in June 1992.
