Abstract
This guidebook supports the integration of gender equality and women’s empowerment into the implementation of the Montreal Protocol by helping National Ozone Units and national stakeholders incorporate gender considerations into their daily activities and operations. It examines existing barriers to achieving gender equality within Montreal Protocol activities, identifies practical opportunities for gender mainstreaming, and presents examples of good practices from different countries. The guidebook was developed through an iterative process that included a review of Multilateral Fund documents at global and country levels, project proposals, work programmes, progress and evaluation reports, consultations with selected National Ozone Units and implementing agencies, and a questionnaire survey of 29 National Ozone Units to assess gender-related achievements and challenges.
