Abstract
Floods are a natural and recurring event that are only a problem when man competes with rivers for the use of the high water channels of rivers or flood plains. Flood-plain occupancy and use is based on the economic advantages of level ground, fertile soils, ease of access, and available water supplies despite flood risk.
