Part I of this Addendum to the Proceedings of the Third Meeting of the Conference of the Parties (Geneva, 1991) contains all of the reports received from Parties prior to and during that meeting. They have been reproduced in the form in which they were submitted to the Secretariat. Part II contains the opening statements made at the third meeting of the Conference of the Parties on behalf of governments and intergovernmental and non-governmental organizations.
